Our organisation has been divided up into several business units, each of which a specialist role.
The OCIO is a business unit of the Department for Transport, Energy & Infrastructure.
Our Business Units
ICT Strategic Sourcing
The South Australian Government’s strategic approach to sourcing Information and Communication Technology (ICT) services is an essential part of the Government’s ICT Strategic Plan. This approach recognises the critical role that ICT plays in the daily functions of Government and the value of ICT infrastructure as a major asset.
Security and Risk Assurance
The role of Security and Risk Assurance is to ensure business continuity and availability of government information in the event of cyber threat.
It is responsible for:
- Developing strategies and maintaining policy and standards pertaining to ICT security.
- The management of an assurance regime that monitors compliance to policy remedial programs.
- Across government major incident coordination and business continuity.
- Adopting a risk based approach to the management of ICT security, systems and critical information infrastructure.
- Providing advice on strategy, procurement, service delivery and contract management activities from the security perspective.
Strategy and Innovation
The role of the Strategy and Innovation Directorate is to develop across-government ICT strategies and policies that will facilitate realisation of the Ask Just Once priorities. The Directorate’s focus areas include:
- Enterprise Architecture - The development and implementation of comprehensive architectures for data, ICT infrastructure and, where practicable and appropriate, business processes
- Identity and Access Management - The development of policy and implementation frameworks that enable citizen and across-government identity and access management
- Infrastructure and Applications - The development of policy to enable standardisation and rationalisation of across government infrastructure and applications (for example server consolidation desktop/server managed operating environments, GIS software)
- Connectivity (Telephony and Data) - The development of connectivity frameworks for future telephony and telecommunications infrastructure.
- The Strategy and Innovation Directorate coordinates across-government ICT research services on topics of strategic importance (for example, the future application of Open Source software). In addition, the Directorate oversees the development, review and publication of policies and standards on behalf of the OCIO.
Strategic Programs, Investment and Assurance
The team has responsibility for the management of significant strategic programs of work that will impact at an across government level.
The Investment and Assurance roles are provided under the auspice of the:
- ICT Prioritisation Framework
- ICT Planning Framework, and the
- ICT Project Portfolio Governance and Reporting Framework
The ICT Prioritisation Framework requires all Cabinet submissions and budget bids with a material ICT component to be assessed by the OCIO as part of the approval process. The OCIO will either support or not support a budget bid or cabinet decision based on its strategic alignment, value and risk.
The ICT Planning Framework requires agencies to comply with a set of minimum requirements related to business and ICT planning, and, to submit annual ICT plans to the ICT Board (via the OCIO).
The ICT Project Portfolio Governance and Reporting Framework require agencies to comply with a set of minimum requirements related to the management and reporting of ICT projects. All projects with a material ICT component are required to be reported to ICT Board (via the OCIO) when requested.
Program Management & Operations
The Program Management & Operations unit manages much of the daily business requirements for OCIO.
- The Program Office is responsible for project management of the Ask Just Once work program.
- Marketing & Communications look after communications and perception management.
- Compliance Assurance
- Business management is responsible for the daily business requirements of the Directorate.
