Role of CIO and CTO
The Chief Information Officer is an advisor to the Minister for Infrastructure, Cabinet and the Senior Management Council on the value of ICT investments, and the prioritisation of ICT investment across Government. This position also assumes responsibility for the functions of Chief Technology Officer and Principle Contract Administrator.
Chief Information Officer [CIO]
The Chief Information Officer role is focussed on ensuring that ICT expenditure and deployment across Government is:
- consistent with good business practice
- is current proven technology, and
- reflects the Government's priorities for service delivery.
Chief Technology Officer [CTO]
The Chief Technology Officer has the prime responsibility for:
- ICT technology strategies
- the development of ICT architectures and standards
- rules for use of the Government’s ICT infrastructure, and
- the enforcement of compliance with Government standards.
In addition the CTO has final authority on differing views about the standardisation and integration of ICT systems across agencies and between contracted providers of services.
Principal Contract Administrator [PCA]
The PCA is nominated to represent the state in ICT related contractual matters and:
- manages both the Head Agreement and Purchasing Agreements entered into with all suppliers
- exercises all the powers and functions of the State
- has authority to bind the State in respect of the ICT contracts.
In fulfilling this role, the PCA (or his representatives) meet regularly with suppliers to manage contract related issues, prepare and execute contract variations and manage the resolution of contract issues with vendors.
